Gustavo currently works as a lawyer specializing in economic law, mergers and acquisitions, as well as regulated sectors such as banking, energy, telecommunications, and international trade.
He has a broad professional background in the legal and regulatory field, with experience in legislative drafting and consultancy for international organizations such as the United States Agency for International Development (USAID), the Inter-American Development Bank (IDB), and the World Bank (WB). He has contributed to the drafting of legislation in Panama on matters including competition and consumer protection, telecommunications, energy, drinking water, and trade defense.
Previously, he served as Commissioner of the Comisión de Libre Competencia y Asuntos del Consumidor (CLICAC, now ACODECO) and as General Counsel of the Autoridad Nacional de los Servicios Públicos (ASEP), under contract with the IDB.
